'One Man One Vote One Shilling Formula' is not a keyboard war. Livelihoods depend on it.

It does not need rocket science to acknowledge that areas with huge populations require more revenue allocation. In the health sector for instance, more medicine is required, more doctors and nurses, more health facilities etc. The same goes in the education sectors and all the other sectors. But an ex-senator, one Billow Kerrow, has made it his personal agenda to fight the ‘One Man One Vote One Shilling Formula’.

The formula’s main agenda is to focus more on the people. It cannot be argued that huge populations require more resources than little populations.  For instance; You can not allocate the same revenue to a hospital that serves 1000 patients a day in Kiambu with a hospital that serves 1000 patients a week or two somewhere in Mandera.

Failure as a Senator.

During a past rally, Mandera’s County Governor, Ali Roba claimed that his then senator, Billow Kerrow, was nothing but a keyboard senator. He said the ex-Senator majored on Facebook keyboards than doing his job.

“Senator Mandera County Billow Kerrow, ever since you elected him, have you seen him here listening to your problems?” The Governor now serving his second term in office asked. The masses all replied together “We have never seen him”

“Who shares your problems everyday? Did the senator wake from his laziness today? He has been sitting on social media like a child calling names” The Governor added as the masses showed their disgust in the senator with their uproars.

In his address, the Governor seemed furious with his senator. The senator, Billow kerrow never visited Mandera but he kept on saying that the roads in the area were poor. He also attacked the hospitals saying they were neglected. Billow Kerrow also claimed the security in the area was weak. This was however different from things on the ground where the governor claimed to have done his job.

Sensing that he would loose in the re-elections, the Senator announced quitting politics.

Kicks of a Dying Horse.

With no political position, the ex-senator struggled to remain relevant. He made sure his Facebook position did not die. He continued doing what he did for the years he was a senator. The ex-Senator turned to be an advisor to whoever was listening.  He portrays bravely in the keyboard but runs when given the job.

Billow has frequented media houses of late. His most recent absurd advice to ‘whoever listens’ was on the senatorial deadlock of the New County Revenue Sharing Formula. He has taken it as a personal fight to stay relevant. In his imaginary war, he has termed Mt. Kenya Leaders as bullies. Mt. Kenya region is Kenya’s hub where big businessmen who owns business in the capital hail from. It is the region that also hold huge bargaining powers in the country. The region also harbors huge populations of people.

As a man with a history of neglecting his job, one wonders who gave the ex-Senator the right to meddle with senatorial affairs.

The New County Revenue Sharing Formula; ‘One Man One Vote One Shilling Formula’.

In a bid to improve the country’s future of revenue sharing, the country’s senate took the road in search for a formula. The senate seems divided on the ‘One Man One Vote One Shilling Formula’. The run-away politician Billow Kerrow then took on the road to fight the proposed formula.

The formula’s major point is that counties with huge populations require more revenue as there is more pressure from the people. With little regard of the people as he had done in the past, the ex-senator hit the road to discrete the formula.  It was not a surprise that he disregards the pressure from the people as long as he stays relevant. He disregarded his duties when he was a senator and he is doing so again faking to be a patriot.

His imaginary war however went a bit too far when he decided to discredit the Mt. Kenya leaders who supports the formula.  Instead of arguing as an elite patriot and show reasons why the formula should not be adopted, the ex-Senator resulted to his old tactics of noise making as his governor once remarked.

As he takes his imaginary war to the leaders, he forgets a simple fact; the huge populations of the Mt.Kenya region deserve more revenue allocation.

The formula is one of the best discussions the country has had in a long time. ‘One Man One Vote One Shilling Formula’ is not a keyboard war. Livelihoods depend on it.
